If you want to stay near the river market, then I would suggest the peabody, or the capital hotel, both are within walking distance to all the art galleries, and restraunts, And the clinton library. If you stay at the river market, I would like to recommend the under ground pub, they have some good pub style food. Burgers, fish and chips.....

The Capitol Hotel is shut down for renovations. Besides the Peabody, there is the Doubletree and Couryard by Marriott in the downtown area. It is the ';cool'; part of little rock - bars, restaurants, museums, trolleys, etc. It would be my suggestion to stay there as well.
